The Culture of Solidarity Fund – Democracy Resilience edition

Delivering rapid-response funding to urgent cultural initiatives that strengthen democracy and civic resilience across Europe.

In a time of rising democratic instability, culture is a powerful tool for resistance, solidarity, and action. The Culture of Solidarity Fund – Democracy Resilience edition was launched as an urgent response to the increasing threats facing European democracies ahead of pivotal elections.

From disinformation and declining civic engagement to the erosion of fundamental rights, the fund provides rapid, flexible support to cultural initiatives that mobilise communities and defend democratic values when and where it matters most.

Rapid-Response Grantmaking for Urgent Challenges

The European Cultural Foundation designed the Culture of Solidarity fund to act swiftly in moments of crisis, recognising that democracy cannot wait. Through a streamlined application process and accelerated decision-making, grants are deployed rapidly to projects addressing:

  • Voter engagement and participation – Strengthening civic involvement in the 2024 European Parliament elections and beyond.
  • Countering disinformation – Supporting initiatives that combat fake news, amplify credible voices, and promote media literacy.
  • Cross-border solidarity – Enabling cultural collaborations that connect activists, artists, and communities in defense of democracy.
  • Resisting democratic backsliding – Funding creative interventions that expose threats to democratic freedoms and inspire collective action.

The fund's special Democracy Resilience edition was supported by the Evens Foundation and the Allianz Foundation. It was initially conceived to support initiatives that aimed to mobilise voters for the 2024 European Parliament elections. The second round focused on the concept of hope, identifying collaborative, creative initiatives that reinforce Europe’s core values and inspire Europeans to reengage with their democracies.

From grassroots movements to transnational collaborations, the Democracy Resilience edition has enabled projects that combat disinformation and promote media literacy, engage young Europeans in civic and artistic expression, explore democratic values through performance, storytelling, and journalism and strengthen civil society networks across borders.
