Palumba – A Voting Guide for the Digital Age

An app to help young voters navigate elections with transparency and ease.

How can we make democratic participation as intuitive as the digital tools we use every day?

Palumba is a swipe-based voting guidance app designed to help young voters better understand their political choices. Originally launched during the 2024 EU elections, Palumba quickly became the number one downloaded political app in several EU countries, helping over 170,000 first-time voters match their views with party policies.

In 2025, the app is expanding to Germany’s federal elections, where it aims to increase youth political engagement at a crucial democratic moment.

The app was developed by Palumba EU, a non-profit non-partisan association with 15 core team members and 120+ volunteers from across the EU, focused on leveraging under-used strategies for youth civic engagement.

The objective is to simplify the process of making political choices, which can feel overwhelming, especially for young or first-time voters. While young people are highly active online, political participation lags behind. Palumba uses a familiar swipe-based interface to make civic engagement more accessible.

Palumba presents key policies in an interactive, transparent, and engaging format. The app prioritizes open-source algorithms and clear policy explanations, ensuring that users make informed decisions based on facts, not misinformation.

The Evens Foundation supports innovative civic participation tools like Palumba to explore new ways of strengthening democracy in the digital age. By investing in youth-focused democratic engagement, we aim to bridge the gap between political institutions and the next generation of voters.
